Guwahati's New Terminal 2 Boosts Capacity to 13.1 Million Passengers

The commissioning of a new integrated terminal building at Lokapriya Gopinath Bordoloi International Airport (GAU) in Guwahati is set to significantly enhance air connectivity for India's Northeast region. The new facility, Terminal 2, increases the airport's annual passenger handling capacity nearly fourfold, from a previous 3.4 million to 13.1 million passengers. This expansion, managed by Adani Airport Holdings Limited (AAHL), addresses existing capacity constraints and positions Guwahati as a strategic gateway to Southeast Asia.

The development is a critical infrastructure upgrade for a region that has seen rapid growth in air traffic. According to Airports Authority of India (AAI) traffic reports, Guwahati Airport handled approximately 6.57 million passengers in the 2024-25 fiscal year, operating well beyond its previous terminal's design capacity. The new terminal aims to alleviate this congestion and provide a platform for future growth, directly supporting federal initiatives like the Ude Desh ka Aam Naagrik (UDAN) regional connectivity scheme.

Terminal Details and Capacity Expansion

Constructed with an investment of approximately ₹4,000 crore, Terminal 2 is equipped with modern infrastructure designed to improve passenger flow and airline operations. The facility features 64 check-in counters and 10 aerobridges, a significant upgrade from the previous terminal. The expansion is managed by AAHL under a 50-year Public-Private Partnership (PPP) lease agreement awarded by the Airports Authority of India (AAI) in 2019. As of March 2026, Air India and Air India Express have moved their operations to the new terminal, collectively operating 38 daily flights to and from the facility.

The terminal's design, themed "Bamboo Orchids," incorporates locally sourced materials and has been recognized for its sustainable architecture, winning the International Architectural Award in 2025. Gautam Adani, Chairman of the Adani Group, noted that the terminal demonstrates how world-class infrastructure can be delivered swiftly while remaining deeply rooted in local identity.

A Hub for 'Act East' and Regional Growth

The expansion of Guwahati Airport is a key component of the Indian government's Act East Policy, which aims to improve economic and strategic relations with Southeast Asian nations. Jugeshinder (Robbie) Singh, Group CFO of Adani Group, stated that the project represents a critical step in this vision and will serve as an engine for economic growth, tourism, and trade for the region. The increased capacity is expected to attract more airlines and facilitate the launch of new direct domestic and international routes.

Following the transition of all passenger flights to Terminal 2, the old Terminal 1 is slated for conversion into a dedicated integrated cargo hub. This move aligns with a broader industry trend of repurposing legacy infrastructure to boost air freight capacity. For Northeast India, a region rich in agricultural and horticultural products, an efficient cargo hub is expected to provide a significant boost to regional exports.

Technical Analysis

In November 2022, Bengaluru's 'Terminal in a Garden' set a precedent for combining aesthetic architecture with functional expansion—a pattern that Guwahati's 'Bamboo Orchids' terminal clearly follows.

This project is also part of the Adani Group's aggressive airport infrastructure strategy, which includes the ongoing development of the Navi Mumbai International Airport. The successful commissioning of Guwahati's T2 strengthens AAHL's position as India's largest private airport operator and demonstrates its ability to execute large-scale projects. The move indicates a strategic shift where major infrastructure development is increasingly driven by private-sector investment aligned with national policy objectives, accelerating the pace of modernization beyond what public-sector budgets alone could achieve.

What Comes Next

With operations now underway at Terminal 2, AAHL is expected to complete the transition of all remaining airlines to the new facility by mid-2026. Following this, work will accelerate on the repurposing of Terminal 1. The commissioning of the dedicated cargo hub is expected in late 2026 or early 2027, subject to regulatory approvals.
